tbf people cry hacks too easily these days
On PC, it seem to me there's lots of deaths. When someone goes 59 2, please take about 3 min to look at theater right after the match or bookmark it for later. If you were wrong about hacking, you get to learn some tricks.
Pay attention to the kill feed. What type of kills are being reported? Headshots?
On hardcore mode, expect someone to be hacking and again watch the theaters at the slightest bit of suspicion.
Always use the in game report if you suspect someone is cheating.
Report. You don't have to be 100% sure. The reviewers will look at it and make a decision

As well, there are some players which pre fire corners or doors. Usually they do not hack.
But when you see the follows you behind walls you will know.
Just remeber, there is no one who check each and every corner, side, doors etc.
if he do that and suprisingly find an enemy always behined corners and covers, well thats strange. you need to check it.
Look for accuracy and irregular gameplay in theater mode. Even the best players miss shots. Remember, hits aren't always registered, but a cheater will still be on the opponent where a good player will break off opponents every once in awhile. The same goes for wallhacks. They might not be tracking an opponent with the crosshair over the enemy, but is the opponent always right when choosing where to guard? Do they aim down sites and prefire on some corners and manage to get kills whereas other corners they blatently run around them (and happen to have no enemies)? This is where it becomes irregular gameplay. Good players will be consistent typically on their tactics throughout maps. Many "smarter" cheaters will not be consistent, but they're still easily spottable in theater mode (whereas the death cam won't help you).
My general rule of thumb is if a player keeps a consistent 5+ kdr through 3 maps, watch the theater.
