Mouse filtering
What does it do?

How about frame smoothing? Good or bad?

Mouse filter smoothes out mouse movement. This may sound like a good idea, but it is best left unchecked. Enabling it will only distort your aim, moving your crosshair slightly off cue from where you want it. If turned on, Black ops 3 will calculate all your mouse movements over the last two frames to find an average and attempt to give you a more fluid feel. This means using older data to move your mouse instead of the most up to date information. Theoretically, with mouse filter off, you could also receive a slight FPS boost on lower end systems.
frame smoothing sacrifices fps for consistent frame rate. it basically just cuts your fps to a solid 30 instead of not being a consistent 60 if you play on mediocre hardware. ;)

what if i cap my frame rate?

Screen refresh rate x 2 + 1. So whatever your tv/monitor refresh rate is eg 60hz will need a 121 fps cap, but then you don't get the desired netcode and mouse functionality (Activating vsync makes mouse lag so don’t use that). Also, using a 60Hz monitor is not recommended
Fps in the source engine is used for more than just graphics, for instance, you netcode's smoothness is also connected to your fps. More fps gives smoother netcode...;)

i have a 144 hz monitor and a gtx 970 with 8gb ram on an i7 4790k. should i cap frame rates? To what?/
