In the top left hand corner click "Steam".
In the drop down box select "Settings".
In the Settings window, select "Controller".
Under Controller Configuration, select "General Controller Settings".
Uncheck all the configuration support boxes. EX: PS4 Configuration Support, Xbox Configuration Support.
Press the "Back" button at the bottom of the window to exit.
Once you launch the game after changing those settings it may allow for split-screen access again.
I deduced that the Steam "Big Picture Mode" takes total control of whatever controller you plug in while these settings are enabled causing the game to receive input from your Gamepad as if it were KB/M (keyboard & mouse).

With both controllers turned on and one of them able to use the menus (Player 1) click "Activate Splitscreen" with your mouse then just push any button on the Player 2 controller.
Both of my Xbox controllers appear in the Microsoft Store App Xbox Accessories.
Could someone confirm this as a fix please?
If this doesn't work, go to your library and go to the game's properties>controller>enable steam input
For me, this worked, I'm using a cheap controller with x360ce
