Right click desktop, change resolution, NOT THROUGH NVIDIA CONTROL PANEL. set your default resolution and check it up to 144

Are you able to get 120hz or 144hz at the desktop ? As long as you have Vertical Sync forced OFF in the NV control panel as well as in-game and the FPS cap @ max - you shouldn't have a problem.

If you are unable to get 120hz or 144hz at the desktop, the first thing I am going to ask is - How is your display connected to your PC ? HDMI or DVI ? Try using a DVI-D cable if you are using HDMI. I believe your card has DVI, DVI-D, HDMI and DP connectors and I am sure the HDMI spec of that card and display are limited to 60hz.

If cabling is not the problem, then check to make sure Windows is detecting your monitor correctly - if not, then install the INF supplied with your display (if applicable) or remove the current display from Device Manager and reboot.

72Hz is also exactly half of your refresh rate which is what you would get if Adaptive (half refresh rate) was set in the NVidia Control Panel.

Global settings Vertical Sync settings in NVidia Control Panel

You have to force the Vsync off in the control panel profile for Blops 3.

Set Vertical Sync to' Use the 3D application' in the NVidia Control Panel and set 144Hz refresh rate in your game settings.

I was talking about the Nvidia control panel. You just right click on your desktop and select nvidia control panel, select manage 3d settings, program settings and "add" the game.
