There is something wrong with Ryzen processors in this game.
Since BO3s engine is heavily single-threaded, it does not utilize more than 4 cores (only when you've set "serializerender" to 2, instead of 0).
But what happens in this game in particular, only with Ryzen processors mind you, is that the game uses all of the available threads, at 100%.
Meaning that the game will inevitably stutter, unless you cap the framerate to 60 frames.
