There is your problem - 4Gb VRAM and you are trying to run on extra settings. You need 6Gb VRAM for extra settings.

But more important than that - what are your config.ini settings? Tweaking the config file will lead to better performance. So, please post it, and we can have a look at what needs tweaking.

"Corsair CX600 600w Power Supply"

I would first start by reccomending a 750w or higher.

Have you updated all your drivers to the latest? http://www.nvidia.co.uk/Download/index.aspx?lang=en-uk

Have your updated windows to the latest?

Have you ran Anti-Virus/malware scans? https://www.safer-networking.org/dl/

Do you have alot of background processes running? (If so try closing them)

Is your computer overheating? ---> http://www.cpuid.com/softwares/hwmonitor.html

Do you have software to manage you fan speed on your GPU? http://www.evga.com/precision/

Have you tried verifying steam game files?

Please let me know

Look into guides theres thread ultra settings for gtx 970. I have 110 fps on high setting. Goes down to 99 sometimes but its fairly constant

No.

For starters OP roll back your drivers if you're using 364.51s because they're horrible. And can actually potentially ruin your card.

I have basically the same rig running medium and lock fps at 120, and it holds that steady. That is "one of" the best FPS for this game. Also an SSD helps, however you will get some argument over that. That PSU is plenty BTW. ALSO the new drivers suck, try going back to driver version 359.06. It's a trade off, you can get great graphics and sacrifice smooth integrity or run smooth on medium and give up the sight seeing:)
