Again, this is 2016. Reasonable match making is a possible thing, based on very...very simple math.
1st: The game DOES base match making on Score Per Minute, BUT only after you play 25 games of the same game type, in a row, WITHOUT switching to another game mode. You need only to do this once in any game mode and its done for THAT game mode. The SPM matchmaking is based on the following tier system (i.e the game does not look at level so you may find many prestiege players in your lobby)
Tier 4: 0-300
Tier 3: 300-500
Tier 2: 500-800
Tier 1: 800-1000+
However, NONE of that will happen unless there are enough players near you to enable SPM matchmaking. The game's main goal is to find players and if there are not enough (i.e you have alot of people who just got the game and they have not been ranked by SPM yet, or just to few) then the game will just throw everyone into the match. Which is often why you have the problem of soo many "noobs" getting put in a match with higher level players. Now as the community of players around you ages then the games matchmaking will become accurate.
2nd: The game DOES use dedicated servers BUT only if you live in an area close to one. If not, then the game will revert to P2P connections for matchmaking. If you are in Europe or the USA/Canada then most of you will be put on a dedicated server.
I understand that this sucks for people new to the game but unless we get a server browser ala BF or CSGO, then this will always be the case.

Nope. Not true. Treyarch have consistently denied there is any kind of SBMM in any Treyarch game. When certain youtubers were claiming they added SBMM, David Vonderhaar denied it:

If you go to the BO3 subreddit, you will see several Treyarch developers active there. I can't find the thread any more, but one of them said Treyarch would never add SBMM as it doesn't work very well, and nobody wants it anyway.
SBMM in BO3 is a figment of some people's fertile imagination.
As they are learning they are new and it gets easier , COD is a very noob friendly game it just takes a little practice.
