A lot of people don't seem to get this. You could put a new player against a professional on a perfect LAN set up and they'd be different skill levels even though they were on the same playing field in terms of connection. You're absolutely right. People can still be good players and massively outplay bad players even on a bad connection to the server.
It's really annoying to be an above average player who has to deal with over 200 ping because there is always a couple of people in the lobby who have half the ping you have and can kill you before you even see them. It's ridiculous that this game is so big and yet has the worst servers of any game in my library.
There are F2P games with better servers than this. If they cared a bit more about PC players then they would get more of them and it would be worth their money to invest in more servers for PC. Better yet, just allow us to play with Xbox One players. Not PS4 because they have the deal so they'd be playing with DLC before us. Sure the skill gap might be bigger between the worst Xbone player and the best PC player but the middle ground is mainly the same. The difference between the best of both platforms is marginal.

That being said, I'm on a 100Mbps connection which is much faster and Call of Duty games are the only ones I have issues with when playing online.
I used to be on a 25Mbps connection and do notice the difference but there are many factors that came when I upgraded. We upgraded from copper to fibre cables. We changed providers. Many providers straight up lie about your connection and can even go as far as to lie when using a speed test like speedtest.net. They're improve your speed temporarily to trick you into thinking you've got your advertised speed then slow it down. That's why you should always run the tests 2, 3 or even 4 times to get a more accurate result. Take the slowest speed, don't make an average.
If you're not getting your advertised speed then just contact your provider and be like "Hey man, not cool. Don't advertise stuff and then not give it." Threaten to leave and they'll either reduce the price or come to a deal with you that gives you better internet for a better price.
All of that is useless information for BO3 though because the servers are worse than a 12 year old's Minecraft server hosted on his mum's laptop through Hamachi.
