HELP "Error: Lobby is not joinable" Bug

I have been trying to play zombies with my friend for a few days and neither of us are able to join each other's lobbies at all. All we get is the stupid "lobby is not joinable" error when we try and join each other. What's most weird is that we are both able to join ANYONE else besides each other. We can even get into a lobby through a mutual connection. We just cannot form a lobby us just us two. Any help is appreciated:

We have tried the following:

- Both have OPEN NAT
- Party Privacy set to OPEN and 18 People (4 if Zombies)
- Delete and Reinstalled BO3
- Verified Game files
- Restart PC's
- Unsubscribed to all Workshop content and re-install something like a mod to refresh it
- Reset Wifi routers
- We do not have Gamefirst VI installed

EDIT: Also tried these:

Installed MP to create a party and move to zombies

Both added a split-screen member (seen on an older post)

Hamachi connected (not sure if done correctly though)

same issue, the only thing we are able to do is join a public lobby and then one of us joins the other, then whoever stayed has to backout and press the "leave with party" option and then we are back to the zombies menu. for some reason it allows to join the other this way with no problems for now, only downside is you cant use mods since the game requests you to unload them before joining a public lobby

me and my buddy have this issue, the only way I can join him is if he restarts his PC.. he still can't join me after this. I've looked into this problem and there is no definitive solution, my theory is some programs can block BO3's networking

same problem allmost a week now...played with same person every night for 9 years, zombies...both of us have the same pcs for 9 years, nothing has changed. too many people say its this t7 patch which we never used. our nats are the same as they allways were. we can play bo2 no problem, bo1 no problem, go to battlenet play black ops cold war or bo4 no problem, but bo3, LOBBY NOT JOINABLE.....bo3 is the best of all cod games because of the workshop content for zombies, but for a week now its NOT joinable....its the game and not us......but no one has a answer...thats my story. what other info does a smart person need, yes
verified game
restarted both pcs
rebooted internet
uninstalled game and redownloaded it
removed all workshop content and tryed factory maps

my friend and I have lived in same houses a;; 9 years with same internet company
we live 5 miles apart
we are in ohio usa
all other games work fine co op
bo3 is the only game that says not joinable.
have had no updates to windows or any hardware past week


I think i covered it all, oh ya im not a youngster , im 63 years old and have owned pcs since the first 8088 came out. did I say 286, 386, 486, pentium and and and...

my current pc is a
AMD FX-9590 8 core 5 ghz - 32gb ram - GTX-970 4 gig - H100i GTX Liquid cooler - 750 Watt Power supply - Windows 10 and 3 24inch monitors
and my friend has exact same pc except he only has 1 monitor.

SOLUTION: Use "Radmin VPN". Google how Radmin works
