Black ops 3 will not start
I recently reset windows 11 on my computer and kept my files. Since doing so black ops 3 will not start at all. It simply will begin to open, ask if I want to start it in safe mode, then it will crash. It doesn’t make it to any screen nor does the application actually open. I have tried uninstalling it, verifying the game files, I’ve deleted all of my workshop content, and deleting everything black ops 3 related in my %appdata% folder, enabling developer mode, letting it through my firewall, disabling my firewall, disabling game mode in windows, installing it on a new hard drive, and optimizing it through GeForce (which doesn’t work since the game hasn’t technically been opened yet)

Any help would be greatly appreciated, my last resort is a full windows install. Thank you :)

I was having a similar problem and doing a clean boot fixed it for me. Thanks

In that case, I highly advise that you follow the instructions in “How to determine what is causing the problem after you do a clean boot”.

I’m glad to hear that both of you have got it.
Turns out the Stardock WindowBlinds service was causing my game to crash. Unfortunately, it looks like I won't be reskinning windows 10 while playing black ops 3. Thanks again.

Try the following:
- Search "Graphic Settings" in your windows search bar
- Click on BO3 then click options
- Select "Power Saving" as your graphic preference
- Your game should now launch just fine

I tried changing my graphic preference back to "Let Windows Decide" or "High Performance" and the game would crash again... When you get into the game, just adjust your display settings as the performance mode will default to poor quality.

I don't know why I haven't seen anyone mention this but this is what fixed it for me.
Step 1 - Open Task Manager (press down ctrl+shift+esc) or search it on the Windows search bar
Step 2 - Go to Startup Apps (If one Win 11 its the icon with a meter)
Step 3 - Right click on EVERY single startup app and disable them I mean all of them and make sure to restart your computer after you disabled all of them
Step 4 - If your game started up now you can re-enable them 1 by 1 or in chunks to see which app was causing the game to not start up
