Fatal Error and Black Screen Instant Crash

zombie community i need assistance. I got bo3 w my friends to play zombies but I'm crashing on launch w a short black screen only once displaying the black and orange launch video briefly. I've tried close to everything everyone has been saying antivirus included except reinstalling windows which i wont do. Now I'm getting a "Fatal Error: Steam must be running to play this game." which doesn't make sense since steam is running and no pending updates, signed out and in. I did check for an update on windows and got a .net framework one yesterday. I do have bo3 downloaded on a separate drive from my main C drive which i believe steam is on but I haven't had a single problem with any of my other games when it comes to them being on the other drive. Help would be very much appreciated as I've seen in other discussions not many people with anything valuable.

For the “Steam must be running to play this game” error, make sure that both Steam.exe and BlackOps3.exe and their shortcuts have “run this program as an administrator” unmarked/unticked in properties.

Here are some things to try for the crash on launch:

• Change the display projection option (opened by pressing Win+P) to “PC screen only”.
  
• Exclude from antivirus rules, and disable the antivirus. Consider even deleting the antivirus program.
