I NEED HELP :( NOT GETTING FULL REFRESH RATE IN SETTINGS
I currently have the ROG Swift PG279Q and its currently clocked at 165hz. Every game I play, I am able to set my refresh rate at 165hz EXCEPT BO3? Only 144hz. Any clues or tips? Its just annoying having to always switch back down and up my monitors rates just to play BO3.

It may be hard capped in the game's config to that, check the game config file and see what it's set at.

Could you show me your config?

Works fine here. Is your cfg read only?

I don't mess with config files. Just in game options.

It shouldn't be read only. Don't mess with the config. Try setting your display to borderless windowed, see if that helps.

What are your settings for the NVIDIA control panel? maybe that would have to do with something.

You have to be more specific. Nvidia control panel has loads of options.

Just try windowed.

What are your settings set as in 3d settings for BO3?

Too many to mention. But neither one of those have anything to do with your refresh rate.

Are you sure it's set 165 in windows? When you turn on the show refresh of your monitor in the upper right corner, does it say 165?

Overclocking your screen doesn't automatically set it to 165 in windows, you have to choose that specifically in the display settings.
