Bots in multiplayer

For some reason when I do a custom match with bots, bots do not appear

Go into the Social menu/Manage Party/Player Limit, and set it to 18.

Then go into Multiplayer/Custom Games/Configure Game/Configure Bots, and choose number of bots for the Black Ops team, and choose number of bots for the CDP team, then start game.

Can you play offline multiplayer with bots without internet connection in Black Ops III? Because with Advanced Warfare, you can't. It's a ripoff, I would have bought the game without the DLC if I had known.
