90% render resolution = smooth 60 fps but...
100% render resolution droms my fps to 20-30 for a few seconds while running through the middle of the map.. on medium settings.

How does this make any sense? Using a GTX 770 (4gb) and Vram usage is always below 50%

How does playing the game at native resolution give me epic drops but with 10% less it's buttery smooth.

What are you full system specs? I'm playing on a GTX 1070, i7-6700K and 16GB of DDR4 RAM and aren't having any issues.

i5-2500k @ 4.2ghz GTX770 (4gb) and 8gb ram.

1080p native resolution.

When running through the middle of most maps fps drops to low 20-30 but when putting the render resolution at 90% it never drops lol. I'm really baffled by this.

My buddy just upgraded his 770FTW(4GB) card for this very reason.
Turn everything off/low.

For some reason, I think your hardware is lacking for that last 10%. Not exactly sure why, but it's really the only reason why. Have you tried closing all other apps before playing to increase performance? And also, were you ever able to play at 100% Render Res no problem?

Same happens in campaign, everything on High 100% resolution = 60 fps with constant drops to 20 for few seconds just to get back to 60 and repeat drops forever. Put it to 90% and it's constant 60 with very rare drops.

Guess it's just a BO3 issue? AW campaign runs 40-50 fps on MAX but it never drops while bo3 thinks it can give me 60 fps but drops to 20. (unless when i take 10% of render resolution)

I do notice my GPU usage drops from about 99% to 40% when the frame drops occur though.

No i was not always running it at 100% I usually put settings lower for best performance as i'm pretty competetive but i was like.. Fk that i should be able to handle more.. atleast be able to handle Native resolution. Heck i think i was running 70% first few months after release lol.

Even with everything on LOW and native 1080p the frame drops occur, 90% render and high settings = very rare drops.

So the graphical settings aren't screwing me, just that 10% render resolution which is supposed to be tied to Vram as far as i know, which is only using 50% of my 4gb.

Try seeing if your disk usage is constantly high while in-game.

Some people have said that BO 3 is suffering from a Render Resolution problem. If you uncap your frames and put render res at 110 or 120%, you get high frames and while you may get some frame drop, you typically don't feel it. This is what im doing this now. Playing fine so far, untill the next update lol
