It's sort of normal for BO3 to have spikes of 100% on GPU/CPU, Cap your framerate.

A lot of people are reporting issues with BO3 recently, basically getting 1 second stutters and FPS drops. Its because of the steam update that happened recently, try launching the game in offline mode on steam and see if it works then. If not, then your CPU is the issue.

Caps will not help. The frame rate is dropping to sub 30 for huge intervals.

It can’t be the cpu. Nothing else does this

Go to config, under "gameplay" look for:

"//0 use two threads, one thread update frame N while the second render N-1. 1 concatenate update and render. 2 concatenate update render and frame presentation.
//0 is the default for the best performance, 1 and 2 improve latency but require a powerful CPU."

And make sure it's set to "0"

A CPU doesn't just make it's way to 100% at fault. Either something else is using hardware resources alongside CoD, or his/her's mother has just collapsed and his/her's hardware is ♥♥♥♥♥♥♥♥ itself because of that.

Got exact same issue with a r5 5600x had it for nearly a year now, pretty much no way to fix it sadly.

Altering the FPS cap or changing most graphic settings usually have no noticeable impact on the cpu.

Your cpu either runs or doesn't run the game. 100% cpu isn't normal, even for bo3.

I don't really see why your processor would have problems with bo3, it should have no problems at all and sit on about 40% load constant.

I can't really say much other than check your processor, run some benchmarks and make sure it doesn't get throttled for some reason, maybe because of insufficient cooling or so.

Even at 100% load its at 77C
