Stutter in main menus, sudden and unexplained fps drops in game.
Basically the title. I have more than adequate hardware. This issue did not start until booting up the game after not playing it for about 6 months. I have tried literally everything I can think of short of reinstalling windows to fix this issue. Here's a video of what the menu stutter looks like. I am positive that the in game issue is related to this, so fixing this should hopefully fix that problem as well.

Windows 10 Pro Version 20H2
Ryzen 9 5900x
32GB RAM
RTX 2080Ti
GeForce Game Ready Driver Version Version 512.59

Some things that I have tried:

Changing various graphics settings
Changing various config.ini settings
Using lowest graphics settings
Capping frame rate to 60
Enabling/Disabling vsync
Disabling Gsync (Gsync compatible freesync monitor)
Running in windowed, fullscreen, and fullscreen windowed modes
Reinstalling the game
Updating graphics drivers
Updating motherboard chipset drivers (x570-a pro msi)
Updating BIOS

It didn't seem to do anything when I did, and it didn't fix my issue unfortunately.

If I boot with diagnostic startup selected in system configuration, the stutter disappears. I'm trying to figure out what program or service is running that causes the issue, but I haven't had any luck yet.

Finally figured it out. When the game connects to the game server, it starts stuttering. If you disconnect from the internet and start the game, there is no stutter or fps drops. Choosing the option to play offline from the main menu doesn't work, it has to launch without ever connecting it seems. Another method would be to make a rule in your firewall to block connections made by Black Ops 3 to prevent it from connecting without disabling your internet.

Why this happens I do not know.

I think you missed my previous post, the issue occurs as soon as the game connects to the Black Ops 3 server, and ONLY then. Starting the game when not connected to the internet prevents the stutter, but as soon as I reconnect and connect to the game server, the stutter starts again.

Allow Windows defender and network bios.
Disable Steam and Bops3 UN Check Admininistrator.

Exact same annoying thing is happening to me, didn't use to. Can't find any solution. Loading up without any internet connection also solves it for me, but I have it for zombies multiplayer.

Nope, haven't tried a fresh install of windows though, that may or may not work.

I haven't tried that either. Don't really wanna like. lol. But nothing is working at all for me. Been speaking to support all day and they have suggested all sorts, no prevail yet.
