"port forwarding" is the name of the process when trying to reach an open NAT type in video games. typically, it's done via router interface (requires password), but it's also possible to do it on windows firewall. the steps are generally similar, but might vary depending on router types. if it's your first time, you can type "your router brand & model port forwarding" to Google search, and you'll probably find some guides explaining how.

remember that port forwarding may not be 100% guaranteed to help in all cases, especially when you don't have any control over network settings (public areas like library, airport, dormitory, work); or if some kind of ISP interference exists (CGNAT) which basically annuls all attempts of port forwarding.

you should go to network settings inside BO3 and hover the cursor over NAT type to see the port required by this game (I guess it's 27017, but not sure if TCP or UDP or both). besides, you can check the official list by activision, regarding ports required by different CoD titles, including PC version of BO3.

if you expect improving you're connection then you're wasting your time, this game use P2P so the connection will always be bad

Wrong, this game uses dedicated servers in multiplayer and p2p in zombies.
