Wrong, this game uses dedicated servers in multiplayer and p2p in zombies.
remember that port forwarding may not be 100% guaranteed to help in all cases, especially when you don't have any control over network settings (public areas like library, airport, dormitory, work); or if some kind of ISP interference exists (CGNAT) which basically annuls all attempts of port forwarding.
you should go to network settings inside BO3 and hover the cursor over NAT type to see the port required by this game (I guess it's 27017, but not sure if TCP or UDP or both). besides, you can check the official list by activision, regarding ports required by different CoD titles, including PC version of BO3.
