you might try other generic fixes as well; such as verifying integrity of game files on steam, ensuring the graphics drivers being up-to-date, closing any background programs that may interfere with BO3, checking if virtual memory on Windows isn't disabled (or too little).
apparently, depending on the setup (hardware/software), there are many possible reasons which can lead to crashes during startup for BO3, so you can search on Google and steam discussions, to find many more fixes I can't even remember about.
if your anti-virus is Bitdefender or Avast or AVG, you should mainly focus on them, as they're pretty common causes of such problems.
if the crashes started to occur suddenly, perhaps a recent change you did to your PC might have caused this. it could be a botched graphics driver update, or having switched to a new HDD/SSD, connecting a new headset, monitor etc, or maybe even installing a new in-game monitoring software.
if you're suspicious about anti-virus (especially the ones mentioned in my previous post), try adding "BlackOps3.exe" file to exclusion list at anti-virus interface. depending on what you're using, it may be a good idea to search on Google with keywords to see how exactly to do that (for example, "BO3 crash Bitdefender").
lastly, for testing purpose regarding any potential conflict, you might try closing all programs running on background (aside from steam and certain vital apps for Windows). some people have experienced similar crashes in the past; due to NZXT CAM, MSI Afterburner|RTSS, Nvidia Shadowplay, certain utilities for Razer mice/keyboards, various programs about multi-monitor setups or headset configuration etc.
make sure the GPU is accurately mounted and its drivers are updated to latest version. if the issue started soon after you switched your GPU to this RTX one, perhaps some remnants of the previous GPU driver could be causing this. it's not really a necessity to do a clean format for disks following a GPU change, but using DDU (Display Driver Uninstaller) is often a good idea in such cases.
if no methods helped solving the problem, you can consult activision support, or search on Google (especially reddit) for discussions regarding RTX cards, to see if somebody else has experienced a similar issue so far.
about your question if the game did that in first time : yes it did that in the first time
I have dual monitor setup and all I had to do was unplug the HDMI on the second monitor.
do you know what should someone who have 1 monitor only do ?
