game publishers (activision, in this case) are responsible for the pricing of games. developer studios (treyarch, in this case) have no say in that, especially when they are owned by publishing company. infinity ward, treyarch, sledgehammer games and raven software all belong to activision, fyi.

it's a known and usually working tactic to discourage players buying the older cod games. people would likely just buy the the most recent release when all the cod games been released in several years all cost the same, 60 $/€. the result of the yearly cod release is, activision wants the older cods to die as the new ones are released. it will save them money and resources to spend less on support for older games (less resources spent for customer support and less money spent for server maintenance).
