Really don't know what to tell you. ZC hasn't had a discount either so far (the DLC, not the edition), I also paid full price for it. It's up to you if you wanna spend $30 on 8 maps or not. I play a lot of zombies, it's worth it for me.
Except CoD*, I bet BO3 will still be $59.99 in 2 years from now.
I payed $80 for BO3 with SP + $40 for ZC
I payed $80 for BO1+BO2+all their DLC
I payed $50 for AW with SP
I payed $26 for Ghosts with SP
I payed $20 for MW3

CoD always sells for less than launch price after launch. You pay a premium to play sooner.
I am talking about the base price on Steam and official stores, not any special discounts, bundles or key resellers. BO3 right now is still $59,99/59,99€ and I am talking about US dollar and not bootleg $. 60 bucks was the launch price for BO3 and all other CoDs on PC. Even Ghosts is still 60 bucks. The first game that's actually cheaper is MW3 from 2011. "Paying a premium to play sooner" doesn't apply for a game that was released in 2013. Even BO2 is still 60 bucks and that game is from 2012.
It is kind of funny though that ZC is $40 but the ZC edition of the game has been under $40 on Humble.
Get it on sale if you really want to play.
