Windows 7 - COD BO3 is it possible?

Just got the most recent Windows 7 update thinking that it might of fixed my issue but nope it didn't. It still lag & stutters no matter what settings it's on, the random fps drops it's annoying.

His pc is nothing like a 300$ pc, and even though it's old gen and most of us have better pcs, it should be able to run a 2015 game ...but no cause it's cod, and cod has incompetent, and useless developpers.

I recently upgraded my gpu/cpu in hopes of it being a chance that the game will run more smoothly but nope. I just use dobers settings and it helps a bit. It's ugly but beats playing a slutter infested game.
