"Your game did not shut down properly during your last session, would you like to start in safe mode?"
Every time i try to launch BO3, I get the same message asking if I would like to start in safe mode. I've tried launching in safe mode and normal, and either way it comes up with a blank command prompt that disappears in less than a second. So far I have verified the integrity of game files, uninstalled and reinstalled game, uninstalled MSI afterburner, and restarted my computer.

Also, these are my specs, although I don't think they're the problem considering I've played the game with no problems on high settings in the past:
-Windows 10 64 bit
-Geforce GTX 950
-Intel Core i3-4170

I've tried running it in safe mode and without safe mode and the same thing happens either way.

about the command promp i dunno anything about that but if the game is crashing on launch you might have a program running in the background that game might consider a cheat program, like Razer Synapse for example.
they did a major security update for the game so that might be one of the problems
so just play around in task manager and close programs and try launching the game again and if it launches, tada *sparkles everywhere* you now know what to close before trying to play

Since you've played the game before it's most likely a software conflict. What anti-virus do you use?

Just windows defender, I've heard AVG has some problems but I haven't been using that.

I'd suggest you perform a clean boot then. https://support.microsoft.com/en-us/help/929135/how-to-perform-a-clean-boot-in-windows

Also save your task list before and after a clean boot. Here is how:

Open, CMD as Administrator
Type, tasklist > C:\tasklist.txt
The tasklist.txt file will then be located in your root C: directory
Save a tasklist_before.txt and a tasklist_after.txt from before and after a clean boot
Post the tasklists to pastebin and shoot us the links

After the clean boot you need to re-enable your graphics card driver before you attempt to launch the game.
