One thing that could cause issues is Order Indenpendent Transparency along with Volumetric Lighting. Set both to none, and maybe subsurface scattering too, which I don't use either.

I don't know, if the FPS doesn't drop, idk how it can not look smooth other than stutters, which often are caused by those options.

But I do know that it could be just an issue with BO3, since I myself had issues too.

Might need more ram..? Also make sure settings are low/off...

He said he had 90FPS though. If it weren't the case, I'd recommend him to set lighting to low and turn off dynamic lighting, which could easily be the case, but once again, he said he didn't have low fps.

I recorded it: https://www.youtube.com/watch?v=OCmcgDZUR_A&feature=youtu.be
Here you can see another issue: when starting a game even in main menu it stutters like hell and I get short freezes. When starting the first match it looks like this. The real problem with high fps but no smooth gameplay you will be able to see in the next video, I will inform you with link when uploaded.

Yea i had these half-second stutters kinda like 1:40 in that video.
I think but am not sure if I entirely fixed those, but I'm gonna play moon now, so I will see.

Bro for better performance, you needs 16 gb ram. After you play 3 or 4 matchs, the game have stutter. When I had 8gb was very stressed for fps drops.
My pc: I3 4170 GTX 1050 Ti 4gb 16 gb ram 1600mhz hyperx

clearly a problem with your cpu. long spikes with 100% cpu load are always extremly bad!
you cpu is good and should be more then enough but a lot of people got problems with i5`s and bo3. this problem was "fixed" long time ago but from time to time there people like you who got the same problem.

i dont have an awnser how to fix but maybe you will find something if you search for i5 and high cpu load

Thanks for your help. I am considering to upgrade to a gtx 1080 and i7 4790k. Not only for Black Ops 3, today I tested a few games to see how smooth they look, because consoles just as the PS4 look way more smooth, even if they run the games with only 30 fps. Very hard decision ...

It's got nothing to do with a weak cpu or gpu. It's somthing to do with the game or drivers lately as i monitored it and the frame times jump for 12.5ms upto 600ms or anywhere between every few seconds on a gtx 1070, i5 7600k @ 4.8ghz and 16gb of ram. I will do more testing to see if its a background process in windows tomo when i get some time.

Keep FOV below 100 if you don't want frame drops. But as the game notes, going above 80 can cause issues.
Turn off dynamic shadows.
Dont use sync every frame.

Your issue isn't your i5 and even if you got i7 4gen, you wouldn't see some big performance. Anyone claiming that is full of sh*t and have no clue how gaming works.

Nvidia drivers aren't the issue. Ive used several of them this year, not a single issue.
Now if you install all the crap that comes with the driver, those can cause some issues. All you ever need is the driver and PhysX.
In the nvidia control panel, you can set power management to maximum and set physx to gpu. This can help to a degree, it will depend on game and your video card.

Dont use any dvr or monitoring software. Make sure no other programs are running on startup or in the background.
