Yea you can manage it but also realize several things could be causing it too.

Keep your FOV below 100. Turn off Volmetric Lighting.

In the config file, change video memory to .75 or .85.

Do not run any programs while gaming. They can cause various issues.
Dont run or use dvr programs like win 10 game dvr or shadowplay. Also don't use monitoring programs like NZXT Cam or OBS programs. All are known to have conflict with Steam n BO3.

Open task manager, under start up, see what's running and disable them.

If you have win 10 - Enable gaming mod in win 10 and disable it in game, works for me

I have a GTX 970 and my solution for that was to put the textures from 'extra' down to 'high'. I have all the other settings on high too, and nothing on extra. No more annoying stutter for me - constant 60fps @1080p.

It's not enabled for the game to begin with.

change your video memory in the config file, made a huge difference for me, no more stuttering.

I know I'm essentially posting to a dead discussion, but if you browse local files on BO3 and head into Players, there is a file called "config" that you can open and change the video memory.
