Add Black Ops 3 game folder to your Antivirus and Firewall exception list. AVAST and AVG are known to have issues. Add BO3 folder to the exception list to resolve this.

NZXT CAM and MSI AFterburner are known software that may have conflict with BO3
Make sure to run both BO3 and Steam as an admin.

and ive added an exeption to both steam and bo3, tried disabling it and also deinstalling it.
Do you have any other monitoring software running on your PC?
And i dont have msi afterburner or nzxt cam
