Because downloadable content doesn't change price as much as CDs. The condition of the CD of a game is what causes the prices to change in a Gamestop and other stores, as well if they aren't selling the game itself so well. This is the sole reason why BO2 is still 59.99, since it has many purchases from the steam community and originated from a famous gaming company (Activision). If the prices seem to high for you, then you can always purchase the cd key from a third-party retailer, but I wouldn't recommend that since there are some websites that can scam you and steal personal info.

well i did own bo3 for ps4 but traded it in for 30$ lol. i dont play cod for the multiplayer never like the fast paced small maps, but zombies i love sucks they just dont make a standalone zombies game with all the maps

You could use G 2 A to get it cheaper and no spacebars should be inbetween but steam censors it with hearts or something ;P
