Report a translation problem
Open task manager, under start up tab, disable any programs. Test game and see if it's working. If it works then you have a program that's conflicting with the game/Steam.

Defender has never caused me any issues, I doubt it's that.

Also disable Game DVR in windows 10.
I know for sure there are 3 possible issues: power supply, dust in the computer, fan
here are lots of people with i5`s or old amd`s who have 100% cpu load and with some higher OC it can be a problem. higher room temps during summer etc
Also, Power Options->USB Settings->USB selective suspend setting (select disabled).
Maybe even try replacing the CMOS battery.
If nothing else, try repairing Windows.
All else fails, buy/try a new power supply.
this might not be it but: Go into your power options and find power-save mode. disable anything that can put the computer to sleep.
This might be it: Go into your internet adapter settings and uncheck ''Enable power-saver mode'' or whatever its called. Its a internet adapter setting (for wifi atleast) that can cause the computer to sleep or do other odd things
Last thing I can think of is the monitor. Some monitors like Dells and LGs have been known to cause some issues. Some of this can be resolved by simply changing out cable. If your using VGA, switch to DVI. If your using DVI, switch to VGA. If you using HDMI, switch to DVI. DVI is usually best to use in most cases.
It could be possible a driver or update may fix the monitor if there is one.
Finally, the last thing it may be if all else fails, could be the vidoe card itself or connection to the monitor. Again change out the cables n test.

Not a good idea to go 6 month or a year without cleaning, im sure a lot do though.
