"BlackOps3.exe System Error"-api-ms-win-core-libraryloader-l1-2-1.dll is missing

Ever since the Ak-74u update my game wouldn't launch i tried everything,verifying the integrity of game files,deleting the exe application and verifiying the files again,COMPLETELY uninstalling and reinstalling the game but still no use.Recently I saw a post saying that a .dll file is causing the error-mfplat.dll,so i downloaded it but it just gave me another error saying api-ms-win-core-libraryloader-l1-2-1.dll is missing.PLEASE help me as it has been over a WEEK since this error occured but I have yet to find a fix

Hey just wanted to let you guys know that I fixed it I had some more windows updates which was causing the problem anyways thank you guys so much
