Why is this game P2P?

Activision definitely has the money to host dedicated servers and becuase they decide not to like the dirty scumbags they are, I can never expect a nice and smooth lag free experience while playing multiplayer. This game's multiplayer is absolutely unplayable, I cannot stand the audacity that activision has to be able to rip us off with microtransactions and expensive a$$ season passes for such a terrible gaming experience.

All EU and NA matches in TDM and DOM are hosted through dedicated servers.

Not P2P at all. Treyarch even stated that PC version has 100% dedicated servers.

The only P2P aspect in the game is Zombies (due being 4 players only and coop, it's acceptable) while Ranked PC Multiplayer is fully hosted on Dedicated servers. It's been the same in Black Ops 2 as well: Dedicated Servers for Ranked, just no Server Browser.

Then how come I always get terrible frame lag? I have super good specs, I can run BF1 on ULTRA and Arma 3 on HIGH. That means that I shouldn't have any problems whatsoever trying to run black ops 3, yet I still do have tons of problems; Whenever I play black ops 3 I get into a game and then when I start moving around the map I end up teleporting forward or to the side sometimes. Another thing that usually happens is when i'm aiming and moving around, my scope will literally shift to the right making me miss all of my shots. Yes, I have all of my Nvidia drivers up to date, yes i've tried playing on the lowest settings and no, nothing changed, still laggy. If it's not P2P then tell me how in the world i'm lagging

Wrong. Listen servers and true p2p are two entirely different models and no game I know of actually uses p2p because it doesn't work well at all.

Because that is completely and utterly irrelevant to dedicated servers. What you're experiencing is simply called "bad performance" and Black Ops 3 is pretty badly optimised overall.

I wouldn't consider that acceptable since you dont get anywhere below 100 ping if you're not the host.
