All of my sound options are untouched at their maxes. I theorize that this is RAM related. I have 8Gb DDR3 (2 4Gb sticks).
verify game cache, you might also want on your audio driver and your audio settings.
Whenever I have done this (watch until the end when the sounds cut out), the Zombies match itself was riddled with missing sounds and character voices as depicted in this YouTube link from today's test.

But I must note now that I hear the Origins tank music very faintly during the intro of Der Eisendrache after just about everything else has cut out. I am unaware if that has always been there nor do I know if that occurs across all maps that spit this bug (better headphones now).

Within my startup tab of the Windows task manager, the only programs that launch are NVIDIA Capture Server Proxy, Realtek HD Audio Manager (mobo sound), and Windows Defender notification icon.
Sounds work as intended in any other game or application (7 Days to Die, The Forest, BO1, WaW, BOII, MW2, even BO3 entirely excluding these cutscene hiccups). Is there something more specific I should be searching ?

check to see if your PC is using the correct playback device. also see if your system is auto adjusting your audio upon bootup of the game.
All general audio appears perfect. At the bootups of either Der Eisendrache, Zetsubou No Shima, and Revelations (Gorod Krovi has not dropped its assets in a good couple of months), the game game gets rid of the music and sound effects, the voices continue to play as displayed in the videos.
As for auto adjusting, could you elaborate on that? I've never heard of such a thing outside of Loudness Equalization in which disabling does not make a difference unfortunately. From within the Windows Volume Mixer, everything portrays expected behavior and Black Ops III performs as expected until one of the listed maps is launched. Even then, again, it is a probability that the cutscene music / sound effects drop.
I am using JLab Flex Folding Studio Headphones that use my motherboard's soundcard. (I note that speakers and audio devices bearing their own cards do not make a difference).
In the event that you meant to use actual speakers, the ones on hand use my motherboard's sound card. There would not be a difference.
Previous Logitech headphones (bearing its own respective entry in the Playback list of which I set to default) across 3 different systems, I was able to reproduce this bug.
I attempted to use an SRS-BTX 300 Bluetooth speaker as well (bearing its own respective entry in the Playback list of which I set to default) but Black Ops III really did not like this one. Upon getting past the "Press Enter to proceed" screen just after they Treyarch / Activision intro, all sound of the game ceased both times I launched the game. I went and tried to load up a zombies map, and the visuals for the cutscene didn't even show.
