Report a translation problem
Make a backup of your config.ini file and delete the original. Start up the game and allow the game to generate a new file. Then see if the game starts up. If so then your modification to the config file could of caused it.
If that doesn't work, try a fresh install of the graphics driver again.

NZXT CAM and MSI AFterburner are known software that may have conflict with BO3
New config did not work either got the exact same thing. Fresh graphics drivers did not work and I had tried that previously. And a clean boot also did not help me.
This is beyong bareable at this point ive restarted my PC over 50 times today trying to fix this. Really bad if im honest.

Make sure to run both BO3 and Steam as an admin.
Also what are your computer specifications?
I have tried running both with and without administrator.
My Specs -
CPU: AMD FX 6350
GPU: AMD Radeon HD 7870 2GB
RAM: 8GB
HDD: 2TB
OS: Windows 10
Motherboard: ASUS M5A97 R2.0

I have ended the processes for AMD External Event Utility
None of this worked ive just had to restart my PC again.
Maybe try going down resolution and turn textures down to low. Turn off sync if you have it on.
I would try a desktop theme classic in Windows 10 to free up some resources .
I was running this game perfectly fine on 1920x1080 before all of this happened. Ive even tried with lower resolution like 720p and 1280p but no success. I have a strange feeling this is video driver related because I get several screen tears if my game manages to get as far as the orange screen with the soldier holding 2 guns. The screen flashes orange and is all torn. Although this is only for black ops 3 so im ruling out my video card. Although like you said it could be the RAM too.
Check your render resolution and turn off anti aliasing maybe that will improve your performance . Does the game give an option to run in safe mode when booting up ? If so run it in safe and then adjust your settings if it loads successfully .
Thanks for your help in this but I have tried safe mode before. It crashes at every resolution once I get to the "press enter" screen. In fact it's more of a system failure if it causes me to have to restart my system. It freezes my entire display not only the game. I don't think you understand though. I could get over 60fps if I wanted to but ive got it locked at 60. That's how I manage the constant 60. Id rather that than strain my system to over 100fps.

If you want to change to full screen / windowed you can press alt+enter . I would expect the game to run better fullscreen rather than windowed but i may be wrong . Try the same method you did again but instead of changing to windowed in options try the shortcut mentioned above . Seems you are making progress.
