Anvil & Goddess Statue Spawn Conditions

What are the conditions for the anvil (item crafting) and the goddess statue (hero purchase) to appear?
Is it based on level, time, or is it random?

afaik the anvil spawns after x amount of ores collected and the statue spawns after each level up
