What is max level for soldiers?

Hey peeps,
I've searched but cannot find the answer. If its buried somewhere inside the search results I'm not having any luck.

Anybody know the asnwer for this?
I'm trying to plan out a nice chunk of skill points I saved up for each Squadie.
