Banana fish will nibble 20+ times and never bite: what do I do?

I caught one, but the other one just ain't doing it. It's sitting at the end of the ♥♥♥♥, nibbling and nibbling, and won't bite. Do I need to lead it on a merry chase? Quick pull over and over? Get a better rod? How do I entice it to bite?

So, seems like I can't return to the dock, but I have a new problem: the cave fish near the last part of the first area cannot bite. they leap put towards my bobber then sink to the bottom.

If you jump into the lake you can see they're actually underneath the ground. They don't always spawn there, if you save and return to menu then reload some will usually make it to the pond proper.
