How to get Khibera Bear to spawn?

AV pass, next to the Pelt Master cave.
How to make here spawn?
I have killed all the bears numerous times and the place holders on the boss spot but nothing ever comes
I have levelled twice here, camped the spawn, never seen the named bear

Its very rare, it may be an 8 hour spawn i dont really know. I think it may spawn at night.

Shalazam may have more information.

It is possible its bugged.

It is possible the place holder bear is bugged, I have seen a bugged bear around in that area.

its is possible the weird zone line is interfering with the spawn .

yes a few bears stuck in cliff, if thats the place holder guess I am screwed
