As was mentioned, you need the trade first.
But the basics are there are two directions when you cook.
Cooking and Brewing (both work similarly).
The quests from the trainer will lead you on a path to what to do conceptually, but don't direct you "technically" in that process.
For the most part, in cooking for instance, right clicking an ingredient in your inventory will place it into the cooking area. You select each component and eventually if you have the right ones, a recipe should show up.
It is kind of an experimental system where you can figure out various recipes by doing different combinations. Some may be level locked (ie the button will grey out until you are the right skill)
As for the questing, it is definitely part of game play. Some quests will plainly tell you the ingredients you need, others the NPC will mention a main ingredient or two and tell you they are unsure on the rest of the recipe.
This will require you to experiment, but... I also think there are "recipe" fragments that drop off mobs and the like which will give you clues on various recipes.
I would imagine this will sync in with the perception system in some way as well eventually (I think), or they will flesh it out more in some way, but the point is, this will actually be a "quest", not simply a "Fetch and make" constantly as some quests will refer to locations and NPCs that you may be able to gather more information concerning it.
Alchemy also works in a similar fashion as well in both crafting, questing to an extent, as well as recipe fragments.
