Random pet level - necro

I am level 15 and want a pet near my level and summoning which costs 1 bone chip most of time summons a level 11 pet. You can summon one near or above your level but takes multiple casts. Why? If this is intended please remove bone chips cost or something please

My guess is to form an economy with your pets. Having to buy more chips etc....
