I have the same problem with a TX. This to work well until the moment I re-install Dirt Rally for a problem in VR:-(
If I find a solution I will come to give it;-)
A few days ago, my T300 began to works wrong. After many tries and searches to locate the issue, i finish deduced that the problem was that Windows isn´t using the TM drivers.
I realized of that cause if i only plug the USB and let W10 install his drivers, the wheel works by the same way that if i install the TM drivers.
After reading your post, could be possible that, from a strange reason, Windows thinks that the base is a gamepad.
This issue started after update Windows to 1809 compilation, and this also happened too the last year with Creator´s Update ( 1803 ).
BTW, to me don´t work in any game. For example, on AC is almost impossible to exit from boxes cause the car begins to spinf from rear wheels. Then, when i want to pick a curve, after turn the wheel more than 90º ( left or right, it´s the same ), the base lost the FFB and seems like "dead", not responding to the dregrees, stucking on that 90º. If i spin it at all, don´t d nothing till comes back to the range of that 90º, and then, comes to the center of a blow.

In this vid from AC too, i show how the wheel after exceed thos 90º "deads":

This is what happens on Raceroom:

This vids were made to Thrustmaster support, and his answer was "Works how should work"
Hope you like my pijama. XDD
Does someone knows how fails this, or any base, by issues with usb controllers?
Cause i´m thinking that 2 weeks ago ( +/- ) i plugged a shifter in the same USB port what i was plugging the wheel, and change the wheel to a motherboard 2.0 USB port, and i remember to found Automobilista harder ( in terms of strength ) to drive and less precise the FFB.
Very similiar, or the same, such as in Assetto Corsa....
