Report a translation problem
We assume its a licensing thing (as in cost) but many other game developers/publishers don't seem to suffer from it - including in other WRC & Rally titles (such as KT Racing).
Dirt Rally got delisted on Steam in November 2022, shortly after the Steamdeck was released (which still seems nuts to me as its the perfect Steamdeck rally game, high framerate and low power consumption).

It makes a sad list :(
As for Dirt Rally you should still be able to buy the physical media (CD Rom), whether that has an active Steam Key is another matter (Dirt Rally integrates well with Steam via the Steam Workshop for car setup sharing etc).
They removed it from the shop first, now i will not able to download it ever again?
