Since it's a hard game and today any stupid, run-on-rails game has a training ground, I think this is really necessary.
You will see improvement in driving and times and gradually learn to drive a rally car.
Very weak argument. I chose to manufacture a microwave oven, and of course I don't need to print an instructions manual, the customers can find some online tutorial and learn how to use it.

There are for example missions in DCS like a guided landing approach. You get told when you come to high or low in. Something like that - guidance - is what I want. Trust me, I can read and use Google...

That would be true, if budgets and time were unlimited. Unfortunately, you're forgetting that this game is developed by a small team, not by a team of hundreds. When the budget is limited, there must be a focus. The focus here is driving, not learning to drive.
The game is a game about rallying, not about teaching a player to rally. Leave that for youtube and the drivers themselves.
This wouldn't cost any money, and shouldn't take too much time at all, everything is there, the just need to delete the barriers.
They're very small and tend to lock-up under brakes; that would provide plenty of overtaking, while the lack of horsepower would promote drafting and careful throttle control. You don't need mega horsepower to have fun racing; all you need is passing and crashes. And Minis could provide both in bulk.
