in-general: any wheel that has official support for your version of operating system should be usable. The most common ones have pre-baked presets in-game, the less popular ones require you to map their controls manually.

However: Be mindful that this model of a wheel is a very basic affair - as in no force-feedback as well as a very limited amount of rotation. That can still work out o.k. for you, especially if it is going to be your very first wheel and you deliberately want to keep costs down. It will probably still be a better choice than a standard hand-held controller. AFAIK there are no new wheels on offer anymore that integrate gas&brake into one virtual axxis ("combined pedals"). I would have liked to double-check that... ...yet with the website down, this has to wait.
In Rally-sims (and other driving simulations) having seperate control over throttle and brake is a must - that is why I'm bringing this point to your attention. Your feet are as important for your driving as your hands are. Some say: even more important.

Downsides? Maybe the bungee-cord self-centering will feel a little strong for comfort on first contact. Judging by this video there is no perceptible deadzone in the steering - which is good imho:

Oother than that: it is what it is: one of the least-expensive, most-simplistic wheel-shaped controllers out there.
Should you want to compare against the next step up: that would be the T100 by the same brand (essentially the same thing, yet with "proper" ffb instead of the bungee-cord).
The real simracers' wheels would be yet another step up with 900..1080° of rotation - yet from experience: I can see nothing wrong with getting your feet wet with something a little more basic! The most important aspects of a wheel are covered with the "red lengends": precise steering control as well as two seperate pedals. That will (with a little training) give you a comfortable edge over thumbstick-users.
I started on a 240°-wheel, as well (although that did offer ffb), so I can relate.
Can you confirm this wheel is functional in Dirt Rally ?
