For instance, the foliage looks okay to me here:

This is Midday/Sunny, and the trees are clearly lit more on one side than the other. The shaded side is not extremely dark because there's a lot of diffuse illumination reflecting from everything. At any rate they certainly aren't glowing.
That doesn't look right at all. Notice how the shadows under the trees are rendering, yet the leaves are completely unaffected by the shadows that should be casting over them.
The right side of the image has trees that should be covered with shadows, but they're not affected by them at all. The trunks of the trees aren't even effected by the shadows, let alone the leaves.
Sure, it looks like a screenshot from a video game; it doesn't look photorealistic, but the trees are clearly rendered according to the same rules as everything else in the scene.
Here we can see the bushes are completely ignoring the shadows that should be casting over them. Leaves below the uppermost leaves on trees are not recieving shadows from the leaves above them at all.

Here we can see more bushes and trees completely ignoring the shadows that should be casting over them. The uppermost trees on the image show that the lightsource is coming from the front and above the trees, yet the ground below the trees still cast shadows unto the ground.

It's like the trees and bushes are receiving light the ground is NOT receiving, while the trees and bushes are not receiving shadows only the ground seem to be recieving.
Ultra settings, 1920x1080.
Now, drive faster, and you won't have time to notice it at all. ;)
well driving a rallycar and looking at the trees and the scenery is a sure fire way of crashing out. So you have no other really impotant stuff to whine about in the game? Cars are handling ok? The sounds are to your likeing? Weather not causing your FPS to drop? Punctures? No? Nothing else? Well f**k. So all you have to complain about is the F**King trees? F88k off!!!!!!
nice meme
I am going to assume with 99% certainty that it was probably a design decision in order to keep the frames high. I think it is perfectly acceptable as the sole point is to race.
Now if this was a AAA open-world immersive RPG, then yes, I would say they should have added the shadows.
