I've removed the folder and uninstalled the game twice now, no fix. I verified game files, no fix. I limited the cores on My PC to 4, no fix. I unplugged every USB, no fix. I shut down every unneeded program, again, no fix. The game still crashes after the splash screen.

It's strange. If you have an installed game and you delete your whole folder in documents where xml config file is located, it will automatically create new when you start a game and you will have default settings on everything. Have you tried to mod your game or have you tweaked some files, even xml on your own? cause I was tweaking files and modding GTA IV once, and did somtething bad then and I cant launch my game like you, even after reainstallation, deleteing config files, registries and verifying game cache...

Man I have the same problem and I have no idea what's going on. I miss this game and it's starting to piss me off.

So, I just found on another thread recently posted that if you have MSI afterburner / RivaTuner, to try turning them off. I just did that and it worked. Give that a shot.
