Depends on your hardware. Some devices can save bindings and macros - what kind of controller/wheel do you use?

^ As PIG is alluding too, when you enter a codemasters racing game never press 'enter'. Always use a button on your steering wheel, otherwise it will reset your controller config.

Probably too late, but for all people like myself, who still search articles for this topic years after release
In the folder "...\SteamLibrary\steamapps\common\DiRT Rally\input" are all files for all available controller presets for DiRT Rally. Just search the one for your device, open it with Windows Editor for example and modify it, simply just look how certain buttons are called and copy paste some lines or so, shouldn't be that difficult. For the case, that you don't find a command for the lights for example in the file, because the command is binded to a key on your keyboard, look for the file "dinput_default.xml" in the folder mentioned earlier and copy paste the lines you need, then look how the other bindings are written and copy paste/write the missing parts. Save at the end. I recommend to save a copied file as a backup, just in case
