Does this game let you play with friends online with like a career mode or anything like that or does any racing game have the feature?

If you are talking about all friends on the stage at the same time - not for rallying, no. Rally cross has PVP multiplayer but most of us avoid it.
You can partake in a rally or championship with friends using the leagues mode which is still a form of multiplayer competition, but it isn't real time PVP and it isn't part of your career.

For most race sims, any online championships are usually run by community members or groups. Codemasters have indicated that they are interested in E-sports but only if and when cheating can be prevented (and even then probably only for community-run events).
