Ford is an American company and it was their call, apparently. If I recall correctly it took a bit of shoe-horning to get the calssic Mini to remain British, too.

The Focus is a British car, but not in this game thanks to Ford licensing.

yea i knew ford was american but the focus always seemed britished, u never saw americans driving cars like that (are they called hatchbacks?), maybe they do now but not back in the day when the focus came out. They always had the cars with the trunks sticking out

I was also under the impression that the new Mini was not listed as British for this game as the brand is now owned by BMW.

The '03 Focus WRC was based on the American Focus.

The Focus was British? Was it designed and manufactured in the UK? I always thought the Focus was a car designed by an American company with the European market in mind.

It was European. Around 2008 was when the US began tweaking it to their own liking, until then it was primarily a European design - and a terrible design it was, too. Of course the race and sports versions were better, but the standard domestic model was a money pit. I bought one for my wife and it cost thousands to maintain and repair. When we sold it we actually felt guilty for passing it on to somebody else. The Corolla we replaced it with was a much smarter buy.

...maybe I'm confused but calling a Focus a British car because it was built in the UK is like calling a Subaru American because we have a factory state side. There might be a head quarters of sorts in a the UK but Ford is an American company.

If for some reason the brand wasn't considered American in this game (which it is), I guess then it would be "German"... since Ford Europe is based in Cologne and where the regular Focus is manufactured. But then again, Ford rally cars are done and prepared by M-Sport UK, so that would just make things even more confusing.

Specially since other rally cars are also made/prepared elsewhere and not in their original brand countries. Hyundai rally team has his base in Germany, for example, where Hyundai has a big technical centre where they create the models for the European market (i20 included).
Toyota Motorsport is also based in Germany, not Japan.

Basically, it's the brand that counts.

If a car was built exclusively for the European market and not for the US market (which a lot of British Fords were) it wouldn't normally be associated with Ford US. The Focus was designed for the European market initially and adapted for the US market later.
On the other side of the coin: Many models designed and built in the US by Ford were not sold to other markets. Ford Australia also designed, built, and manufactured cars which were not sold in the US or in Europe. Such cars are considered Australian cars (designed and built for Australian conditions).

This is very true but for ease everything is under the nationality of the company.

The RS200 could have a British nationality if this were the case!
