Report a translation problem
I've already tried reinstalling it numerous times, without any avail.
I could try doing this. Is there a recommended way of doing this or do I just go out and find their respective exes and reinstall?

You mentioned to reinstall PhysX? as far as I can see the only things in the CommonRedist are DirectX and vcredist, which is the MS C++ redistributable, if I'm not mistaken. There aren't any files related to PhysX in all of the Dirt Rally installation directory (from a windows search). When I looked up online to install PhysX, it said it was an nvidia driver install. So Seeing that I have an AMD GPU, I'm not sure if that will screw up anything. Recommnedations on how to proceed?
But for sure, reinstalling those two things didn't make a difference.

Only it crashes as I am loading a stage or right when the stage loads and I go to start.
It is giving me the same error screen though.
I'll give some of the steps a try as well (already did the basics and also installed it on another drive).

Also.... Make sure Dirt Rally isn`t trying to run in a higher resolution than what your monitor can handle.

I don't think this is a solution because anytime I want to run this game I have to cap my cores, restart then launch the game, and when I'm done playing, uncap the cores and restart.
@Sudden -- my game won't start. It's not at load time for a map or anything. It will NOT start. (unless doing the above)
@Lexrax_VR -- I did run it as an admin. However I did not try compatibility mode for all users. I believe I tried switching it to XP or some other OSes but it didn't make a difference.
But thank you guys for your input. Hopefully there is an actual solution to this problem.
You dont have to cap your cores. I`m using a AMD Ryzen 1700 CPU with 8 Cores and 16 Threads, nothing has changed in my config file since its been installed in 2014. If you want i will post my config ???
Use launch options in steam and set framerate cap 10fps above your monitor refresh rate. type this if u have 60hz monitor:
-fscap 70
Then at launch, Windows put up a strange message that it needed DirectPlay installed. Note- DirectPlay, not DirectX.
Once that installed- back to working.
To avoid having to turn it off and on every time you play, you can also add a custom setting in RTSS for "drt.exe": Application detection level → "None"
