My G29 and G25(not used anymore) both do (did) that.
Delete the Dirt rally profile in the logitech software. Launch Dirt, Enforce the standard profile (In the logitech software). Right click on the wheel and uncheck and recheck the allowing game to recenter the wheel. This removes the enforced softlock at 90 degrees (it did for me)
Now I'm able to enjoy Dirt Rally on my PC with wheel, shifter and clutch

Dirt Rally appearsto forget my G920 bindings at times and even sems to corrupt my saved binging prefs and settings. Why, I don't know, I've just accepted it as part of pc gaming.
When you say it's not recognising your wheel, can you steer with it in game?
Have you tried remapping the buttons, pedals etc in Advanced Setup (I think thats where those settings are from memory). I seem to have to remap regularly.
Only Project Cars recognize the Logitech G29. I can play it without problem.
I have uninstalled and reinstalled the Logitech Gaming Software, it didn’t work.
I think it could be a LGS configuration, some problem with the drivers or some incompatibility with Windows 10.
Anyways I use Windows 10 and the same software and it works fine so I doubt it's because of Windows 10 or anything. I do as well have to remap my keys on ocasion as Poppa said, but that is rare and has only happened once to me so far in 12 hours of play.
If your G29 doesn't work in any Steam games, but it's definitely working under Windows / other gaming clients outside of Steam, then it's likely to be a setting in Steam Big Picture mode under controller settings. You need to uncheck one of the boxes (can't remember which one) and then restart your game.
