From what I heard it is belt driven and it does have very good feedback.
There is a ps4 wheel for $99 but it's a bungey system and it will dissapoint you.
Or you could look for a used Logitech Driving Force GT; it has 900 degrees of rotation and is still a great wheel. Here in Germany I often see them for 50-60 Euros used on Ebay.
I´m normally not into Racing-Sims, or Racing Games in general, anymore. So I only bought the wheel for Dirt Rally and Richard Burns Rally; and for Dirt 4 in the future (depending on how it ultimately turns out as a DR-Successor). But even if it were only for DR, I would still consider it to be absolutely worth it.
Got a wheel a few months ago and it's even better. I'd recommend getting one if you enjoy racing games. I bought a Thrustmaster T150, but a used g27 or a DF GT should be good too.
The xbox 360 controller is fine, I really enjoyed the game with it. And more important, I had the feeling that I lose because of my lack of skill and not because of the playing conditions.
Totally agree with that, better nothing than a crap. Also, may I advise you the steam controller as a gyro steering wheel. It took me an hour to set correctly for my needs, but then, wahoow.

You can have fun with a (used) Driving Force GT, T100, T150 as well; better than with a controller in any case.
I tried both the XBox 360 and XBox One controllers. It seems the lighter triggers on the XBox One controller makes modulating throttle and brake easier. It's also less tiring.
