WMVCore.dll Missing - Game Doesn't Launch - Windows 10 - Solution Inside

Seems to be a very common problem across a variety of systems.

The game doesn't launch. No registry folder is even being created. I downloaded and installed the Windows Media Feature Pack. Launching from the game install folder gives me a WMVCore.dll Missing error.

Happy to provide additional specifications.

Windows 8.1 N was upgraded to Windows 10. If you're in this boat, maybe this helps. This was an annoyingly hard solution.

This should have been covered by the Windows Media Feature Pack found at https://www.microsoft.com/en-us/download/details.aspx?id=48231, with a more recent publication date, but I suppose not. The Microsoft site is not helpful at all in navigating downloads.
